Monitoring & Evaluation Officer
PREMIERE URGENCE is a French non-governmental organization which works in occupied Palestinian Territory since 2002.
PREMIERE URGENCE is operating in the West Bank. The organization is working in different fields as Water and Sanitation program, Agriculture and Economical recovery.
For its 2010 ECHO program, Premiere Urgence is looking for a M&E Officer.
GENERAL POSITION SUMMARY
The Monitoring & Evaluation Officer is a Qalqilya-based position with frequent travel to Qalqilya, Nablus, Salfit, Jenin and Ramallah districts.
This position will act as a resource for all program managers, with emphasis on broad-based Economic Recovery program support, to enhance program design, monitoring and evaluation and quality.
This position will assist with building M&E systems focused on data collection, data aggregation, data analysis and reporting (internal and external).
Main tasks:
Program Monitoring & Evaluation
-Assisting PTK project manager and program coordinator to develop systematic and realistic monitoring plans that capture quantitative and qualitative data to report on all indicators in proposals;
-Assisting PTK project manager and program coordinator in defining SMART indicators and associated sources of verification to measure the results of the implemented projects;
-Developing, standardizing and deploying follow up/monitoring/evaluation tools as data collection forms and computerized database;
-Assisting with the definition & implementation of baseline surveys (survey protocols) and impact assessments;
-Leading regular field visits, collecting & computerizing data among beneficiaries of PU’s project;
-Overseeing the business plan development for each beneficiary through regular field visits;
-Updating, maintaining and securing beneficiaries data records;
-Collecting, computerizing and analyzing data to produce dynamic and updated statistics and graphs tracking impact evolution of PU’s project among former beneficiaries, as well as among local communities;
-Analyzing data and explaining success and/or failure, plus identifying unintended positive or negative effects of the project;
-Conduct field visits on a frequent basis to the beneficiaries workshops to do the follow up and check the equipment, participation, provide technical assistance and troubleshoot along with the team;
-Training field staff on the logical framework, data management, data analysis and results-oriented programming, basic surveying and sampling techniques, monitoring and evaluation methods and principles;
-Assisting with the documentation and report of assessments, program data, lessons learned and best practices for dissemination;
-Prepare and ensure timely input, as required, for weekly, monthly and quarterly progress reports and any other required reports;
-Permanently assessing the overall economic situation in the West Bank as well as leading local studies to assess the economic development of local areas where PU is intervening (market surveys);
-Writing briefs, notes and success stories about project impacts both in English and Arabic.
KNOWLEDGE AND EXPERIENCE:
-MA/MS preferred in international development or other relevant economic and social science;
-1-3 years' experience or more in international relief and development in a similar or related position;
-Experience should include conducting assessments and surveys, proposal, selecting indicators, implementing monitoring plans, and data analysis through computerized statistics and graphs;
-Strong English writing skills required;
-Successful experience with International or local NGOs required.
-Experience with ECHO, or other donors required.
-Strong knowledge of Excel and basic statistics is required; demonstrated skill in statistical analysis, MS Access and other databases formats strongly desired
-Comprehensive understanding of the humanitarian chronic crisis in oPt;
-Ability to work effectively as part of team in an emergency, cross-cultural and politically sensitive setting;
-Neutrality and Impartiality absolutely required;
-Arabic language abilities are indispensable.

Contract Details
-Position is based in the Qalqiliya District
-This is a full time position – Sunday to Thursday;
-Duration: 7 month ,renewable
-Driving license preferred
